Abstract One of the key international efforts to reduce Illegal, Unreported,and Unregulated (IUU) fishing is United Nations Food and Agriculture Organization's Port State Measures Agreement. The agreement designed close off opportunities for non-compliance, such as vessels engaging in illegal practices land their catch. However, with thousands at sea relatively limited inspection capacity, enhanced communication information sharing identify priority high-risk fundamental successful implementation. Moving from traditional qualitative quantitative risk assessments one step ensuring effective efficient Risk profiling its infancy field IUU fishing. Here, we present a transparent repeatable method eliciting weightings indicators using Analytical Hierarchy Process. highlights improvements discrepancy rankings, comparison approach used, inherent ambiguity associated.
